Does this mean no-one has ANY goals? Is noone developing ANYTHING?

This is serious request for reflection. My hope is that we'll be able
to demonstrate that there cannot be any single answer, and then we
can fight off the administrators who want VR/VE to always mean the
same thing ;-)
